Kinda Hard to see in your picture, but it MIGHT be a Smith and Wesson...Maybe. Not 100% sure.

I don’t think it is a Smith and Wesson. I think it is a Whelen 8000 strobe. The round clear portions are a standard item on them.

Looks to me to be the Whelen - this bar was made by First Response Replicas in 1/43rd and can be found in the accessory packs that came with their Dodge Diplomat blank models - in other words, the same car you have pictured.
